The City Building and Planning Department ensures that development is planned, completed and maintained in such a way as to be beneficial to the public health, safety and welfare of the community. The Department coordinates development activities consistent with the City's Comprehensive Plan and provides staff assistance to the City’s Planning and Zoning Board, Board of Adjustment, Economic Development Committee, Historic Architectural Review Board, Code Enforcement Board and Project Newberry 20/20 (the City’s Visions Program).
The Department, headed by the Planning Director, is tasked with the administration of the Newberry Comprehensive Plan, Land Development Regulations, and general City Code Enforcement. The Building Inspection Activities are the responsibility of a Certified Building Official, assisted by an administrative assistant and a full time building inspector.
Building and Planning Mission
To provide the City with creative and innovative guidance for the effective implementation of land use development, planning, transportation, housing, and environmental policies, plans and programs. The intent is to maintain the City as a safe, vital and attractive community and enhance the high quality of life, health, safety, and welfare within the residential and business communities in association with the preservation of the historical heritage of Newberry.

Lowell Garrett came to the City of Newberry at the beginning of 2003 after serving 19 years with
the North Central Florida Regional Planning Council. He is responsible for Comprehensive Planning
as well as preparation and implementation f the City's Land Development Regulations. Mr. Garrett
also supervises the City Building Division and Code Enforcement Division.

Before coming to Newberry, Mr. Lindahl worked as a Building Official for the City of Alachua and
spent twenty-five years with Florida Power and Light Co. as senior engineer in Miami and West Palm
Beach.
