Finance


The Finance Department reports to the City Manager who is responsible for overseeing the financial operations of the City. In addition to maintaining an accounting system that ensures compliance with the City’s adopted budget, the finance department assists departments with making informed choices for the provision of services and capital assets through the evaluation of financial records and financial options.

Judy Rice has been employed by the City of Newberry since February 1990. In 1997, Judy was appointed as Deputy City Clerk by the City Commission.  On July 9, 2008, Judy earned the designation of Certified Municipal Clerk through the International Institute of Municipal Clerks. Judy has served as the City's Finance Director since 2002. 

The Director provides financial reports, analysis, and projections to support the needs of the city government and it's citizens. The Director also oversees payroll, accounts receivable and payable.
